Engr. Arnold Balucating

Engr. Arnold R. Balucating is the Acting Chief of the Air Navigation Service of CAAP. He is the designated
Focal Person of the CAAP for the ICAO Asia Pacific Air Navigation Planning and Implementation Regional
Group (APANPIRG) and for the Civil Air Navigation Services Organization (CANSO).
He has over thirty-five years of experience, contributing his services in the Authority’s aviation planning,
operations and management of Communications, Navigation, Surveillance / Air Traffic Management
(CNS/ATM) System’s starting with the former Bureau of Air Transportation (BAT) and then the Air
Transportation Office (ATO). In Academe, he became an Associate Professor in Adamson University,
College of Engineering.
Engr. Balucating is a Professional Electrical Engineer, He is a graduate of Bachelor of Science in Electrical
Engineering, Bachelor of Science in Computer Engineering ande Master of Science in Management
Engineering.
